For a few years now, the European Union has required carriers to declare security information about cargo before it reaches EU territory, not on arrival. This system is called ICS2 (Import Control System 2), and in 2026 it enters its most demanding enforcement phase. What ICS2 is and what changes in 2026
ICS2 requires filing an Entry Summary Declaration with detailed cargo data before the vehicle or shipment reaches the EU, so authorities can assess risk in advance. There are two key dates in 2026: on 3 February, older message formats were switched off, making version 3 of the system mandatory, and on 1 June, full enforcement kicked in for road freight, which until then had more leeway than air and sea transport.
What happens if the data is incomplete
A vague, incomplete declaration with generic product data can trigger a "Do Not Load" decision from customs authorities, or holds and delays once the cargo is already in transit. Descriptions like "spare parts" or "assorted items", with no further detail, are a common reason for rejection or extra review.
What data to prepare in advance
- Precise goods description: the actual nature of the product, not just a generic category.
- Complete, verifiable sender and consignee details.
- Weight, package count and value consistent with the rest of the shipment's documentation.
- Submitting the information well ahead of arrival, not at the last minute.
